Report recommending that the President of the U.S. and the Secretary of the Interior be given authority to negotiate turning over to appropriate states all unappropriated, unreserved land in fee simple. Includes sections on reclamation, flood control, refinancing irrigation districts, federal aid for roads, control of water, reorganization of federal bureaus and departments, compacts, state sovereignty, overgrazing of range lands, the Forest Service and range control, private ownership of lands, watershed protections, and the Nevada Stockwater Law.
